Digital Public Health: What Your Practice Needs to Know

In this article

It is seven in the evening and Dr. Paula, a general practitioner with her own practice in Quito, is finishing her last appointment. As she puts the patient's folder back in the filing cabinet, she hears a news report on the radio: the public health system is going to connect its medical records on a single digital platform.

She stops to think. Her patients are also seen at public health centers. Some arrive with printed test results, others with blurry photos on their phones, and many with nothing at all. What changes for her? Does she need to do anything?

Dr. Paula is an illustrative character, but her question is the one hundreds of doctors and practice owners in Ecuador are asking right now. Let's answer it calmly, with the facts that are known.

What exactly was announced

In the second week of September 2026, the Government and the Ministry of Public Health (MSP) presented a project to digitize the public health network. According to national media reports, these are the main details:

  • Coverage: 1,742 public health facilities in 24 provinces.
  • What is being digitized: medical appointments, medical records, tests, and medicines and supplies.
  • Who is involved: the National Telecommunications Corporation (CNT) as implementer, the Italian company Dedalus with the hospital software, and Google Cloud as the cloud infrastructure.
  • Investment and timeline: around 240 million dollars under a 7-year contract, with about 3 years for full development.
  • Rollout: progressive, starting with the highest-demand facilities in Quito and Guayaquil.

The core idea is a unified medical record: a patient's information, their lab tests and imaging, and the tracking of their medication would all be connected, and directors would have dashboards to see how their network is performing.

What this means for a private practice

First, what the news does not say: no new obligation for private practices linked to this project has been announced. It is a transformation of the public network, and it will be implemented in stages over several years.

But it does bring a shift in expectations. Once patients get used to having their information in the system at the health center, they start expecting the same everywhere. It will seem odd to them if a private practice asks about their allergies from scratch again, or if their prescription comes handwritten and hard to read.

In addition, the project confirms a trend already visible across Latin America: paper medical records are being left behind. Not because it is fashionable, but because organized information makes it possible to provide better care and make data-driven decisions.

Dr. Paula's turning point

That night, Dr. Paula opens her filing cabinet and does a quick count: more than 600 folders, some with loose sheets, several in handwriting even she cannot read. If a patient asks her for a certificate for a visit from two years ago, it takes her minutes to find it. If there is a damp problem or she moves premises, she risks losing everything.

She realizes she does not need to wait for someone to require it. She can organize her practice today, at her own pace, with simple steps.

5 practical steps to prepare your practice

  1. Start with active patients. Do not try to digitize ten years of folders in one weekend. Register every patient who comes back for a visit digitally and leave the old archive for a second stage.
  2. Standardize the essentials. Medical history, allergies, family history, vital signs and diagnosis. Using ICD-10 coding for diagnoses makes your information clear and comparable, just like in any serious system.
  3. Separate clinical from administrative. The medical record should not be mixed with an appointment book written in a notebook or with invoices. Everything in its place, but connected to the same patient.
  4. Protect confidentiality. Health information is among the most sensitive there is. Define who can see what: the front desk does not need to read diagnoses, and the doctor does not need to handle the cash register. Use individual passwords for each person.
  5. Think about backups from day one. A file on a single computer is as fragile as a paper folder. A cloud system with backups ensures that a damaged hard drive or a theft does not leave you without your records.

The outcome and the lesson

A few weeks later, Dr. Paula has her regular patients registered digitally. When someone arrives, within seconds she can see their allergies, their latest blood pressure reading and their previous diagnosis. Prescriptions come out legible, with her details and her signature. And when a patient brings results from somewhere else, she knows exactly where to file them.

The lesson is simple: the digitization of healthcare is not something that only happens to the public system. It is an opportunity for every practice to provide better care, with less paperwork and more peace of mind. Those who prepare in advance do so without rush and without stress.

How JIVSoft supports you

At JIVSoft we develop cloud-based medical software designed for practices and clinics in Ecuador. It works from the browser, with nothing to install, on a computer, tablet or phone. It includes a medical record with medical history, allergies, family history, vital signs and ICD-10 diagnosis; a medical calendar; and prescriptions and certificates ready to print or send.

If you practice on your own, the Médico plan (from $19.99 + VAT per month) covers the essentials. If you also want SRI electronic invoicing, a public booking page and WhatsApp reminders, the Consultorio Pro plan is the most popular choice.
